2021/1675/EOUT Application for Outline Planning Permission for the erection of up to 1,700 dwellings (Use Class C3), two care homes (Use Class C3), 6.7 hectares of employment land (Use Classes E, B2 and B8), a mixed use local centre for primary school (Use Class F1), cafes/restaurant and convenience store (Use Class E) and other supporting social and physical infrastructure (Use Classes F1, F2 and E), provision of greenspace and other supporting ancillary works. All matters (Access (within the site), Layout, Scale, Appearance, Landscaping) reserved except for four new vehicular site access points from the existing highway. 20 June 2024 Planning Committee East visited the site with the Planning Officer in mid-June, which tends to mean that this will come to Planning Committee in the near future. On the 30th May the Highways Agency have asked the Council not to approve any planning consent for another 3 months, they are considering the impact the development will have on the A36 trunk road. The Highways Agency request for deferment postpones any approval until the 30th August, but this is the latest in a series of deferment requests, previously it has been postponed for 6 months at a time.

28 August 2024 National Highways have again requested another three months to consider. This defers any planning committee decision until 28 November 2024, so the the December committee meeting at the earliest. The A36 trunk road that they are responsible for is impacted by the significant developments built or building in Frome, Westbury, Warminster and Trowbridge. Due to the weight restriction on Cleveland Bridge, Bath (18 tonnes) it is likely that the National Highways will reclassify the A350 from Beckington to the M4 as a trunk road, this is effectively the route that most HGV’s take today.
